Garrett Ripa, the acting assistant director of ICE Field Operations in Miami, told NBC6 on Tuesday that the administrative guidance is a “worst first” ideology – people with non-violent crimes are not the target,

“It’s a change. It’s a change in philosophy,” Garrett Ripa, who heads ICE’s Miami field office, told ABC News. “We’ve generally worked kind of behind the scenes in the past and that is not the vision of this administration. They want us out in front of the cameras.”

Two sources familiar with the plan told NBC News the Trump administration is considering pulling funding from TSA and redirecting it to ICE.
