Although I have never cruised into Dover, but Dover Castle is about a 6 minute car ride or a 45 min walk I am not aware of a direct bus link but taxi would not be out of the question. You may want to inquire about a tour from the cruise line. Cost to enter the Castle for two adults is about 40 UK pounds,. Taxi may be less. Good luck and by the way visiting this site is worth it.
