From downtown or the waterfront stations you can catch the Canada Line (elevated train) and disembark at the King Edward Station (West 25th Avenue). It's only a fairly short walk South to 33rd Avenue which is one entrance to Queen Elizabeth Park. The Bloedel Conservatory rests on the top of the park.

Let us differentiate between dogs in Queen Elizabeth Park, the area where the Conservatory is located, and the Conservatory itself. There is a note on the Vancouver parks web site to the effect that dogs are welcome in the park as long as they are on a leash and as long as the owner picks up after his or her dog. I remember seeing dogs in the park as we went in to the Conservatory site. However, I suspect that small animals of any kind are not admitted to the Conservatory, if only because of the potential that an excited animal might scare the resident birds. This is a question that you should ask, by phone, of the Conservatory staff. I would expect an answer in the negative.
